On behalf of the Licensing Task Force, I ask that the following motion be made to allow AAPL to proceed on a judicious course toward the possibility of licensing landmen in Texas:

MOVED

1. That AAPL work with its Austin counsel to have a bill drafted by the Texas Legislative Council incorporating, as nearly as is reasonable, the letter and spirit of the outline presented by the Licensing Task Force and shown on page 39-41 of the Board Book; and,

2. That the draft be presented to the AAPL Board at least 30 days prior to its December board meeting for review and comments by the general membership in anticipation of a vote at the December board meeting on whether or not to authorize AAPL to pursue the passage of the bill in the Texas legislature; and,

3. That AAPL shall continue the lobbying process in order to be prepared for the possibility that the board votes in December to pursue licensing in Texas.
