June 2000 – June 2006: Professor of Law and Director of the National Energy-Environment Law & Policy Institute, University of Tulsa College of Law; taught oil and gas, federal land law, energy seminars and international petroleum law; consultant and expert witness on oil and gas matters

April 1998 – June 2000: President, Stanford Corporation (formerly Cherokee Operating Company); Owner, Petroleum International Associates (consulting); Attorney at Law; Energy Consultation for USAID in Kazakhstan and Republic of Georgia

March 1997 – April 1998: Deputy Assistant Secretary, Naval Petroleum and Oil Shale Reserves and Divestment, U.S. Department of Energy (supervision of Elk Hills and Teapot Dome Oilfields consisting of 4,000 wells in California and Wyoming producing 50,000+ barrels per day; operation of two gas plants (200 million cu. Ft. per day); supervised sale of Elk Hills field for $3.65 billion; supervised NEPA process including EIS in privatization; responsible for regulatory and environmental matters

1981 – 1997: President, General Counsel and owner of Cherokee Operating Company (exploration and production of oil and gas in Oklahoma and Kansas; operated 200+ oil and gas wells and water floods in 14 counties in Oklahoma and Kansas; drilled, completed or reworked 10-20 wells per year); responsible for all regulatory and environmental compliance

1977 – 1981: Deputy Assistant Secretary for Oil, Natural Gas & Shale Resources, U.S. Department of Energy (direct supervision of Naval Petroleum Reserve and Strategic Petroleum Reserve involving 7,000 wells and production of 120,000 barrels per day plus 300 million cu. ft. per day of gas; drilling and completion of 600 new oil wells); responsible for environmental compliance and regulatory affairs

1964 – 1977: Partner in firm of Doerner, Stuart, Saunders, Daniel & Langenkamp, Tulsa, OK; Energy Law, Litigation; General Counsel, Cherokee Operating Company

Creditors’ Representative for Asset Sale, Home-Stake Production Company – Appointed by Federal Court to negotiate nationalization of petroleum assets in Venezuela ($10M) (U.S. District Court Judge Allen Barrow)

Trustee – SAKET Petroleum Company (U.S. Bankruptcy Court, Northern District of Oklahoma) – Investigated possible criminal violations, operated oil and gas properties consisting of 150 wells (valued at $2M), together with real property and commercial businesses as trustee, for two years on a day-to-day basis, and after evaluation, sold in Court-approved sale ($25M) (Bankruptcy Court Judge Mickey Wilson)

Receiver – EPIC/Mid-America Cogeneration Steam Plant (Oklahoma District Court) (District Court Judge Whistler) – Operated 35 megawatt steam cogeneration plant, negotiated 120 million cu. ft. of gas purchases a month, negotiated power and steam sales for three years; assisted in negotiation of sale of plant for $3M

Successor Trustee – Republic Trust and Savings Company, Republic Financial Corporation (U.S. Bankruptcy Court) (Bankruptcy Court Judge Mickey Wilson) – Managed oil and gas properties ($1-2M) among other assets being liquidated to pay creditors

Receiver – Condrin Oil Company (now Glenmont Petroleum Company) (Tulsa County District Court) – Appointed to operate oil and gas properties and to investigate criminal improprieties in an oil and gas limited partnership; operated 40 wells in Osage County; constructed gas stripping plant, negotiated sale of all wells pursuant to court order (approximately $1M) (District Court Judge Sharon Bubenik)

Special Representative – New York Life Insurance Company v. RAMCO (U.S. District Court for the Northern District) – Appointed to monitor and supervise day-to-day petroleum operations consisting of 1,600 oil and gas wells; reviewed and approved all development plans and new wells; reviewed and approved all operating and financial reports during course of litigation regarding alleged fraud in operation of oil and gas company. Negotiated settlement of litigation 8/96 ($90M) (U.S. District Court Judge Thomas Brett)

Senior Petroleum Advisor, Republic of Kazakhstan and Republic of Georgia – Consultation with representatives of respective governments regarding petroleum regulation and transportation (U.S. Agency for International Development/U.S. State Department)
